The name Norma first came into use in the 19th century, and is usually credited to Felice Romani, who is said to have created the name for the Vincenzo Bellini opera Norma.[1]
Norma may be related to the Latin word norma.[1] This word can be variously translated as "rule,"[1] "pattern"[1] and "standard."[1] Norma is the root of the English word "normal."[1]
Norma may also be a feminine version of the name Norman.[1] The name Norman generally means "northmen," or "northerner." It may come from the Scandinavian norðmenn meaning "men of the North" or from the Swedish norr meaning "north" and "man."[1] Norman may also be a variation of the name Tormod, a Gaelic name meaning "Thor's mind."[1] The Norman people were Vikings from Scandinavia who came into Great Britain, so this mixed etymology of Gaelic and Norse makes sense.
Norman became a popular name in the 19th century, and may have influenced usage of a female form such as Norma.[1]

In the United States, the name Norma was most popular between 1918 and 1947, when it consistently ranked in the top 100 most popular names to give baby girls. The name reached its peak in 1931 and 1932, when it ranked at number 22. After Norma dropped out of the top 100 in the late 1940s, it began a slow but steady decrease in popularity, sliding down the top 1000 chart just a few places each year. It kept afloat in the 1980s, rising a few spots before dropping out of the top 500 in 1992. It finally bid farewell to the top 1000 chart in 2002, and has not returned since.[1]
Norma was such a popular name in its hey-day that in the 1990 census, Norma ranked as the 94th most common name in the United States.[1]
